Dbl squadding - security

Ok, I was asked in the offseason to address problems around dbl-squadding ban policy. This is what I came up with, it should have been posted at near start of round 1... but well, came out late.

As everyone should know we did find a number of double squadding and name sharing offenses last season. This included full bans for the most serious, double squadding to ineligibilities to some lower case namesharing or suspicious activates.
Throughout premier league history and back into Pro/AML history we have always had some people try to cheat the system. This has been rare enough however that no standard system was really put in except for a value "season ban" terminology. It worked well enough back then but in today’s world such vagueness no longer seems to work ;)
For this season I and the staff will once again be VERY strict about security. We will be keeping our eye out for anyone abusing the rules surrounding premier league rostered names. Unfortunately while we did the best job ?ever? in premier league of providing complete and full investigations our punishments had some issues. In some cases players were left off with non standard punishments and in other cases our move from premier bot bans to BanC bans (and my lack of ingame time due to my studies) caused some punishments to not be as fulfilled as they should. That is the unfortunate reality when you have a many different factors involved and a game that is being run on the back of a large group of individuals with limited free time to give to this game. Remember, no one gets paid here, its all being done out of generosity to the whole player base.
A reminder of a key element of rule 2.1
"... He/She may not let another player use their registered name under any circumstances ..."
This means that IN NO WAY will you let anyone at all use your premier league rostered names. Also, you will in NO WAY log in with anyone else's rostered name. This restriction is not only for just premier league sub arenas but extends beyond that. This limitation applies directly to Chaos or DZ or any future "virtual" zones that reside beside premier league. Furthermore it indirectly applies to anywhere that uses the same billing server as premier league uses (thus all SSC).
Here is an outline of a standardized punishment system for these types of offenses:
(THIS WILL BE APPLIED STARTING AT ROUND 1 OF PREMIER LEAGUE SEASON 6!!!)
- Name sharing:
On first offense:
-- If it appears to be a rare/single event not centered around a game or a game weekend - 2 rounds of ineligibility
-- Either it is a multiple event or centered around a game weekend where there is the possibility of it impacting any game - 4 rounds of ineligibility
-- If it is clearly shown to have impacted a game - Punishment in accordance to that of a first offense dbl squadding
On second offense:
- Punishment in accordance to that of a first offense dbl squadding.
On third offense:
- Punishment in accordance to that of a second offense dbl squadding.
- Double squadding:
(A reminder, double squadding refers to being rostered on more then one team roster or twice on the same roster. It is not related to actually playing a game for any team, just being on the roster)
On first offense:
-- A ban from premier league for the rest of that season. Should this be later then halfway through the season punishment of some weaker form (typically ineligibility for the next seasons games up until the game of the current season where the player was caught) will be applied to the next season
-- If a player is on three or more rosters then the punishment (removal of access to premier league) will apply to _atleast_ the remainder of this season, the offseason, and the full next season.
On second offense:
-- Permanent removal of access rights to premier league forever.
Note: Actions such as providing incorrect information or trying to mess up our information sets to hide the offense will lead to a higher degree of punishment.
Note: In the rare case these punishments may be reduced if certain essential information is given that applies to other pending cases.
