Rule update + misc

A couple things:
1) Pro sub rules:
A recent appeal has showed some areas of weakness in the pro rulebook around subs. For this weekend and future rounds the subbing procedure will mirror that of the SC procedures. For subs:
- If within 1 minute after the death AND the player did not engage (see rule 7.4 for reference on what an engage means in this regards) then the player who is subbing in will NOT be burned
- All times outside of this is like before, player will be burned.
(In essense, this clarifies that to get the non-burned sub it MUST be within 1 minute of the original death + the player must NOT have engaged).
2) Subbing procedure:
It may not have been strickly the policy before, but a ref should no longer force any player to spec. That means if you want a sub to take place you must:
- PRIVATE message the ref about the request
- Have the player being subbed out in spec (not in ship)
A sub will happen when BOTH those items are accomplished.
3) Computer sharing/nic sharing/etc
I will remind people that IN NO WAY SHOULD YOU EVER SHARE YOUR ROSTERED NICK WITH ANYONE ELSE. The rulebook has stated this for a long time now: "He/She may not let another player use their registered name under any circumstances." Yes, this extends to whenever you are in: Premier League subarenas, Any chaos arena including pub, AND any SSC zone. Some people have recieved punishements/inelligibile rounds for breaking this rule. If you must share nics/whatever do NOT use a premier league rostered name.
4) Cheat programs/lag programs
A program designed to create lag is considered a cheat. We are more aware of this and will be more forcefull about it. It is not widely used but there have been previous examples of where it is highly suspected to be used. Next season with the introduction of MRBots we hopefully can narrow down on it further. (Taking some hints/tricks from pb).
